One Solution: If you have a campaign with few ad groups your best bet is to take your most tightly related keywords and bundle them together into their own ad groups so you can write ads that will appear specifically with those keywords.

Problem: Are your click through rates low?

One Solution: Review your keywords and identify which ones have the highest number of impressions and lowest click through rates. Try (a) changing the match types of these keywords or (b) add long-tail keywords to make them more targeted. Also, remember to add negative keywords to your campaign.

Problem: Are your keywords getting too expensive?

One Solution: Watch your competitors to get a better idea of how they’re advertising and what keywords they're using. You can use competitor monitoring tools to learn more about their strategies. The Google Content Network is also a valuable resource for low cost leads when optimized correctly.
